Touchstone hot fix 10.0.19

This hot fix resolves known issue 389, an update to support LocationPrecision code 19 in Touchstone premium geocoding.

This new code was recently added and is used for the footprint of the building on the property. Previously, if an exposure was coded with code 19, Touchstone did not recognize the code and defaulted to using AIRGeocoder; as a result, the location was geocoded at a lower resolution. This addresses known issue 398.

Not all countries support code = '19'. Only Canada, Australia, Netherlands, Sweden, Finland, Ireland, Germany, and Belgium can provide LocationPrecision code = '19'.
